Peter Umeadi Is The Face Of APGA In The 2023 Election, As He Meets APPAS In Awka

The Presidential Candidate of All Progressives Grand Alliance, APGA, Professor Peter Umeadi says the involvement of personal interests in governance is the bane of Nigerian nation.

Prof Umeadi stated this during a Thank -You visit to the Association of Past Presidents-general in Anambra State, APPAS held in Awka.
The APGA Presidential Candidate who was accompanied to the visit by his team, said that APPAS is the first grassroot group to endorse his presidential ambition and he came to appreciate them for the gesture.

On tackling Nigeria's challenges of corruption and insecurity, Prof Umeadi said the triple banners of rule of law, separation of power and due process must be employed for good governance to be realised.
The presidential candidate who described himself as the face of APGA in Nigeria, recalled how the political party started his political journey in Nigeria, adding that APGA is  the identity through which the South East will actualize its desire for Nigeria presidency.
Earlier in his remarks, the national President of APPAS, Chief Omeife Omeife, welcomed the APGA Presidential Candidate warmly into their fold  and recounted the efforts of the association in convincing him to vie for Nigeria's presidency.

ANAMBRA @ 31: AS SOLUDO CONTINUES TO RAISE THE BAR OF EXCELLENCE

By Christian ABURIME

As Anambra State Government clocks thirty one (31) years, the Governor of the State, Professor Charles Chukwuma Soludo, CFR has expressed confidence that the vision of actualising a liveable and prosperous smart megacity, will be achieved.

Anambra State which is located in southeastern region of the country was created on August 27, 1991.

The State is bounded by Delta State to the west, Imo State to the south, Enugu State to the east and Kogi State to the north.

Over the years, Anambra has been on the growing trajectory of development under a handful of former Governors.

From 1991 to 1992, Joseph Abulu took over as the State administrator, succeeded by Chukwuemeka Ezeife who was Governor till 1993. Dabo Aliyu later took over as Acting Administrator and was succeeded by Mike Attah as Administrator till 1996.

Between 1996 and 1998, Rufai Garba served as the State Administrator and later handed over to Emmanuel Ukaegbu who stayed in power till 1999. On May, 29th 1999, Chinwoke Mbadinuju served as a democratically elected Governor of the state till 2003 and was succeeded by Senator Chris Ngige who served till 2006. Mr. Peter Obi succeeded Ngige who was elected in 2006. He served two terms of eight years, though, at a time in his first term, he was impeached by the state’s house of assembly for alleged gross misconduct

His Deputy, Virgy Etiaba who was appointed when he was impeached, later transferred powers back to Peter Obi three months later when an Appeal Court nullified the impeachment. Peter Obi served till 2014 while former Governor Willie Obiano mounted the saddle of leadership for eight years, having won the election second time.

On March 17, 2022, Professor Charles Chukwuma Soludo took over the reins of power, and has been in power for over five months.

There is no gain-saying the fact that during the present administration's five months in office, Professor Soludo has succeeded to a large extent in laying the foundation for a more prosperous state.

He has improved the security situation in the State significantly and has restored law and order. His administration has begun the recruitment of about 5,000 teachers to kickstart the massive revolution in the education sector. Same revolution is coming to the health sector, with over 3000 doctors and paramedics on the verge of being recruited to improve the sector

The Agro-economic transformation along the oil-palm and coconut value chain economy is already taking firm root in all the 326 communities across the state. Renewable energy and rehabilitation of water facilities has been stepped up massively among other provision of social infrastructure to improve the well-being and living standards of every Ndi Anambra

But by far the area the Soludo administration has stamped its feet firmly within its brief period in office, is ensuring peace and security in the state.

Coming into office at the time the state was challenged by the menace of armed gangs and the so-called unknown gunmen, he literally took the fight headlong to restore peace and order. The immediate impact of the climate of insecurity was the daily loss of lives of the citizens and destruction of property.

Businesses were shut and life became difficult for the people. Consequently, many citizens and residents of the state were forced to relocate to the neigbhouring Delta and other states.

With deft strategic moves, the governor rose to the occasion and made the state hot for hoodlums and other classes of petty criminals.

Town Unions and landlords were made to be partners in ridding the state of criminal elements by demanding the true identity and means of livelihood of the tenants and people living in their communities. Measured curfew was imposed on areas prone to security threats. In the same manner, commercial motorcyclists, otherwise known as Okada, were restricted from plying some parts of the state. The result has been drastic reduction in crime rate and rejuvenation of confidence on the people to go about their daily activities.

Urban renewal also attracted the interest of the governor. He has kept faith in clearing the blocked water channels and demolition of illegal structures in Onitsha. He has promised to extend the exercise to other cities in the state.

Suffice to say that, Governor Soludo’s administration is living up to its promises made to Ndi Anambra, with the strict implementation of his manifesto which he described as an agreement with the people of Anambra

As the State marks 31 years after its creation, Governor Soludo enjoins Ndi Anambra to join hands with him on the march towards building a livable and prosperous homeland for all, where there will be peace, security and progress.

SOLUDO EXPRESSES SHOCK OVER ANAMBRA LAWMAKER, DR. NNAMDI OKAFOR'S SUDDEN DEMISE

Governor of Anambra State, Professor Charles Chukwuma Soludo, CFR has expressed shock over the sudden death of Anambra State lawmaker, representing Awka South Constituency One in the House of Assembly, Dr. Nnamdi Okafor who doubles as the Majority Leader of the House.

"It is shocking that the State Assembly lost another lawmaker to the cold hands of death, coming barely three months after the demise of the lawmaker representing Aguata Two Constituency, Hon. Okechukwu Okoye".

"Dr. Nnamdi Okafor was an active participant at the 7th Assembly who devoted his time and energy to represent his constituency. He'll be sorely missed".

"On behalf of Anambra State Government, may I use this medium to convey my sympathy to those he left behind, including his family, Awka Constituency One and Speaker of the State House of Assembly, Rt. Hon. Uche Okafor as well as other lawmakers. Indeed, life is ephemeral. May the living continue to reflect on the essence of life and live for the good of the society like Dr. Okafor did".

Dr. Okafor reportedly slumped at Sandton City Johannesburg, South Africa where he was attending a statutory training session of members of Anambra State House of Assembly.

POST ANSEC MEDIA RELEASE

1. Anambra State Executive Council (ANSEC) frowns at the frequent cases of youths incursions into the lands of people who have appropriate government titles. This is illegal and can no longer be tolerated. ANSEC has therefore directed relevant law enforcement agencies to immediately arrest such errant youths and prosecute them according to the law. Section 6, sub section (1) of the Prohibition of Fraudulent Practices on Land and Property law of 2012 prohibits illegal collection of fees on lands as follows: “Any person who demands or collects any fee not approved by law from any person who is developing or improving on an already existed property in the State shall be guilty of an offence and liable to imprisonment for five years or to a fine of five hundred thousand naira or both.

2. The effort to rid our roads and streets’ corners of refuse is beginning to yield some obvious results. Government therefore urges households and the general public to desist from indiscriminate refuse disposal. Anambra State Waste Management Agency (ASWAMA) is gradually transiting to door-to-door refuse collection and anybody found disposing refuse at unauthorized locations will be promptly sanctioned.

3. In fulfillment of Governor Soludo’s campaign promise to immediately commence the urban regeneration of Okpoko slum in Ogbaru Local Government Area, ANSEC approved the rehabilitation of 9 roads in Okpoko measuring 14.053 kilometers with dual carriage, reinforced concrete media and sidewalks on both sides. The roads will cost N4.9 billion and will be completed in 12 months.
ANSEC also approved the full scale desilting and dredging of 62,034 cubic metres of Nwangene drainage which has been a source of nightmare to road users. The project which will cost N241,439,316.29, is going to completed in 3 months .
The rehabilitation of the failed carriage way and embankment at Mmili John section of Oba-Ojoto road and the dredging of Mmili John was equally approved by ANSEC. The work will cost N61,494,541.88 and is expected to be completed in 6 weeks.

4. The memo on the abandoned government house and 25 other peripheral structures was presented by the Commissioner for Housing and considered by ANSEC. The project which will cost N6.088 billion and completed within 18 months was approved by ANSEC. Also endorsed for construction are gate houses, police posts, perimeter fence measuring 2.22 linear kilometers and other internal works such as drive ways, parking areas, walk ways, drainages, water supplies, green area, etc. All of these will be complete at the cost of N1.317 billion and delivered in 9 months.

5. It came to the attention of ANSEC that some unscrupulous elements are selling parts of Mamu Forest Reserve. Government is poised to arrest and prosecute all those that are culpable in these unlawful land transactions. For the avoidance of doubt, Mamu Forest Reserve is not for sale and any property developer or member of the public who allows him/herself to be lured into purchasing parcel(s) of land there will have him/herself to blame.

6. To further improve the quality of health care delivery in the State, government through the Ministry of Health placed a vacancy advert two months ago for medical consultants and officers, pharmacists, nurses, radiographers, medical laboratory scientists and technicians. ANSEC directed the Commissioner for Health to interview the 4,400 applicants who applied for the jobs so that they would be immediately employed and deployed to our health care facilities.

Bottom-Top Development: The Soludo Approach To Governance

By Ejike Abana

Prior to and even upon assumption of office as the Governor of Anambra state, grassroot development has been the nucleus of efforts and models of Professor Charles Chukwuma Soludo. He has said this, shown and demonstrated it on many occasions.

To further drive it down, recently, Governor Soludo inaugurated the Transition Committee Chairmen for the twenty-one local government areas of Anambra state. Needless to say that the local government system, shepherds development to the people at the grassroots level.

During the inauguration, Governor Soludo reiterated that his administration's approach to governance is Bottom-Top model.

"We are looking for extraordinary services to be delivered to the people because we are looking up to you as the team that takes the Soludo solution to the grassroots- from below. We get that transformation from below; to our communities, our towns, our villages, the rural people, that woman selling pepper along the road, that vulcanizer out there, that hawker on the street, the okada rider, the keke driver, the woman who fries akara, and so on. That's the essence. These are people we want to change their lives. That's why government exists", Soludo said. He has many times spoken about the Public Private, Community Partnership, PPCP model, Neni-Nnewi model. All these points to one thing- government cannot do development work alone. In fact, government always plays the facilitator role.

By focusing chiefly on capacity building, grassroots development promotes inclusiveness and resilience. It offers a space for communities to address local issues, find common ground and balance competing interests.

The experiences at the grassroots throughout the world have portrayed that solutions to underdevelopment necessarily focus on the negligence of the people 'down there'. Think of the number of towns that exists in Anambra state and the number of people that live below point average. I think that those are the  people for which government exists. That's Soludo's major target as typified by his plans and policies so far enunciated.

Improved techniques, machines and infrastructure mean little without a corresponding improvement in the political status of the poor who are sadly, more in number. Frankly speaking, without increased political power of the poor, technical solutions often aggravate existing inequalities.

Decades of development dictated, has proven that top-bottom strategies are unlikely to improve the lives of the poor. Top-Bottom approach had been in existence since. Isn't it time to try the other way? Afterall, they say that it is only a fool that keeps acting in a specific way, expecting a different result. If we are sincere in getting a different result, the Bottom-Top approach is certainly the way to go.

In the 1970s "popular participation" emerged as the answer to the inefficiency and inequities of development. Seeing the need for greater control by the poor over the processes that affect their lives, some development organizations began to incorporate local input into the planning and implementation of projects.

In its most restricted form, participation applies only to the implementation of a development project or program. As one development planner explained, "after the detailed programmes have been well planned, we tell the people exactly what to do so they will understand their responsibility to participate." So, participation is often distorted in this way to take control away from those directly affected. But others stress that participation in development must involve full local control in the planning, implementation, management and evaluation of a project. Defined in this way, participation implies control. This is exactly what Governor Soludo is trying to achieve- carrying the grassroot along.

But, where do we begin if the process demands a restructuring of power relationships to give greater control to the poor? Obviously, the process is multifaceted, with many levels of necessary action. But the basic point remains that the grassroot is one essential actor in this process of rounded development. Sadly, many governments shy away from this.

The grassroots serve as primary vehicles for popular participation in social and economic development. In societies where citizens' involvement in local or national policies is limited, such grassroot organizations (which ought to be the government), may serve as the only means for participation.

Ideally, either through building alternative structures or through pressuring for change in existing structures, grassroots organizations present a challenge to the status quo. In typologies of grassroots organizations, theorists point to two general forms of grassroots action: self-help and confrontation. Some groups take on both these forms of action, as they see confrontation as the only way to bring government attention to their demands.

Back track. The grassroot play a critical role in laying the groundwork for the future. They provide a context for individual empowerment and group action, and even serve to hold governments accountable. Even where they are politically restricted, they work to maintain popular pressure on governments.

Summarily, the philosophy is very simple: If an outsider is willing to come and help by grabbing the bull's tail, that's great. But the grassroot are the ones who have to grab the bull by the horns. Or, as the Mossi says, "If the load you have to carry is too heavy to lift onto your head, then it is right to be glad of the hand that helps you. But a Mossi must always use two hands of his own." Therefore, Ndi Anambra, the solution is here. Let's continue to accord him all the support for a liveable and prosperous smart megacity.

SOLUDO WAS AN EXCEPTIONAL PUPIL- SOLUDO'S FORMER PRIMARY SCHOOL TEACHER, DR. MEBIRIM

By Christian ABURIME

It was a wonderful moment this morning when Anambra State Governor, Professor Charles Chukwuma Soludo, CFR,  played host to his primary school teacher; Lady Dr. Angela Mebirim who taught him during his Primary three days in Enugu.

Lady Mebirim hails from Mbaise in Imo state and lived in the same vicinity with the Governor's family during their days in Nigercem quarters, Enugu. Recall that Professor Soludo's father was a staff of the company in those early days.

Lady Mebirim described Governor Soludo as an 'exceptional' pupil, while she taught him. "He never failed anything in the class. He was extremely brilliant, almost a genius. I'm happy that I'm here today. It's an honour. I'm grateful to God for elevating him to this position. Honestly, I didn't know I would be alive to witness this kind of privilege, not in my wildest imagination." Lady Mebirim proudly said
She commended him for the on-going teachers' recruitment exercise in the state, which was done largely online. "We saw it in the news, how you are transparently employing teachers in the state. It's only God that will bless you". She further added

Governor Soludo who was very pleased and proud to receive his primary three teacher was full praises for her and all teachers for the great jobs teachers are doing.

To show his deepest respect for the teaching profession and teachers, Governor Soludo didn't waste time in admonishing anyone who cared to listen that he was taught very well by his teachers.

"I remember all my teachers. Don't forget your teachers. I've heard many people say that teachers' reward is in heaven. But that shouldn't be the case. They should enjoy a bit of incentives here on earth as moulders and shapers of destinies. For us, that's the only joy of being teachers." So, it's a big welcome for my own teacher."

Governor Soludo in both private or public engagements has always deeply emphasised that teachers should be accorded high respects and regards at all times, because they remain at the nucleus of almost everything that makes the world go round .

This accounts largely why the Governor is always fond of teachers, since he assumed office.

The Press Secretary emphasized that Governor Soludo is ever ready to support the union to succeed.

Journalism is a very serious and widely recognized profession, notwithstanding the fact that the advent of the social media has turned everybody to an 'emergency' journalist."
Mr. Aburime asked them to always think of their own integrity as well as their name in every of their write-up which carries their bylines. "There are many successful journalists in Nigeria. Strive to be like them. I beg of you to continue to give your support to Soludo government and the government will also continue to reciprocate".

SOLUDO INAUGURATES NEWLY CONFIRMED LOCAL GOVERNMENT CHAIRPERSONS

By Christian ABURIME

Governor Charles Chukwuma Soludo, CFR, has inaugurated the newly confirmed 21 local government council chairpersons in Anambra State.

They were inaugurated at the state Executive Chambers, Government House, Awka.
Performing the inauguration, Governor Soludo urged them to ensure good governance, transparency and accountability in the discharge of their duties

“I advise you to always put the people first in the management of the scarce resources in your respective councils,” he said.

"It is an honour and a privilege to be called upon to serve and so consider that thousands of people in your LGA who now look up to you to deliver service and change their lives".
Formally welcoming them as members of the solution team, the Governor thanked the state Assembly for graciously confirming them. He said; "inspite of the troubles, we must deliver. We don't give excuses as members of this team. We are looking for extraordinary deliverables to meet the needs of the common man on the street, afterall, that's why government exists which is why you are called to serve. I'm sure you will overcome because you will not be alone. You have the local government, stakeholders to work with."
"Bear in mind that each one of you have been specially selected. Our expectations are very very high. We are expecting each of you to make a fundamental difference".

The Governor emphasized that his administration's manifesto is like the Bible of the government, saying that their job is to drive the vision down to the grassroot.

Said the Governor; "yours is an agenda with a deadline. When you get there, make each hour to count so that at a particular point in time, you can say I passed through this road. Never you forget the contents of the oath of office and allegiance you have just taken

The Governor pointed out that soon review sessions will be held so that they can be able to review from each other, learn and collaborate with each other. "In that way, we can look at people who are performing and those who are underperforming," the Governor  said
Governor further charged them,  saying, "The staff and primary school teachers are paid from the pool of resources of the LGA, pension and gratuities inclusive. The pensioners have not received their gratuities since 2018. Part of what you are going to be doing is that with you at the local level, you will be challenged with revenue financing options."

"But I want to say to you that in every tough situation, there are blessings and opportunities. I think this team will come up with innovations and ideas of how we can go to the next level, so that we will no longer depend on Federal monthly allocations. We will therefore rely heavily on you to drive government policies down to the grassroots. For example, we are going into palm revolution and coconut economy, you will be at the heart of it, together with your counsellors, it will be delivered through the wards".

Governor Soludo said that the executive and local government councils will agree on minimum standards in planning of Anambra communities, even for roads.

"Look at the markets, most of them are spilling into the roads, causing massive traffic. Erosion, flooding everywhere. We must strive to bring back the master plan of our communities and markets. On security, law and order, we were waiting for you to come, to drill down our security architecture down to the local government. Mobilize the stakeholders in your place, linked to the central one."

Professor Soludo said that "touting, indiscriminate parking, street lighting, traffic management and many other challenges, will confront them once they get to their respective councils. "I'm looking forward to when we can brainstorm and try to get you to begin to think outside the box.
"In all, i'm just making the point that you have your hands full and at a time when the resources are scarce. I pray that you will be able to make great things to happen in your respective local governments. My ears and eyes are open. I'll soon be going round" because leaving legacies and touching lives for generations unborn is our consolation."

And I want to say; "for Anambra to be liveable and prosperous, there must be law and order in place. That's part of your basic duty. You have something unique to offer Ndi Anambra, go out there and deliver, because the reward for work is more work. I'm sure that as you leave here, you will head to your local governments, because the work begins now, the Governor added.
The Commissioner for Local Government Affairs, Mr. Collins Nwabunwanne who expressed confidence in their ability to deliver on the mandate, said that the Governor's appointments of the Chairmen was achieved through a rigorous interview and clearance process.

Said he; "My promise is that they will deliver on their mandate. The issue of waste management is going to be a thing of the past. All unserviceable vehicles, illegal structures along the road, and others will be a thing of the past." The Commissioner added that in the Solution team, they strongly believe in maximizing their time and achieving visible results
The occasion was witnessed by the Deputy Governor of Anambra, Dr Onyekachukwu Ibezim, Deputy Speaker of the State House of Assembly, Hon Dr Paschal Agbodike, SSG Prof  Solo Chukwulobelu, Chief of Staff, Mr Ernest Ezeajughi, Deputy Chief of Staff and Chief Protocol, Hon Chinedu Nwoye (Glamour), Commissioners, Head of Agencies, and many others
